Ok I'll rephrase  when I ran Com/ip as my telnet shim
I could put a Url in the phone number field (16 chr's or less)
and a network poll would be tryed via telnet if I asked for one.
this was with vadv though, also NJM's utils did not like com/ip. 
I used this method for awile to do a telnet wwiv network poll to Eli's
wwiv System, till he upgraded to a wwiv version that would not do
a telnet network connect.
