Well let's take this one step at a time to figure out what is happening.

First, can you telnet locally to your BBS? (telnet://localhost)

If so, you know that VADV32 is working. Next we need to configure your router
to open port 23 and forward it to your BBS computer. That depends on which
router you are using. Also if you have a firewall running on the BBS computer
then you will either have to allow VADV32 or to open port 23.

Once you have the port open and forwarded, then we can try to telnet to your
modem's IP address. You can get your IP easily from www.whatismyip.com

Another option would be to use a utility like Shield's Up at www.grc.com or use
scan.sygate.com to determine if port 23 is actually open.

If you cannot connect or the port is not shown as open, then either the router
is not configured correctly or your ISP is blocking port 23. You can test the
latter by changing your router to open and forward another port like 8000 or
something and then reconfigure VADV32 to use that port. If you can connect on
that port (or it is shown as open) then most likely your ISP is blocking port
23.
