General Conversation 
VABBS -will- do it automagically, I did it for years. My memory's improving
though... I'm pretty sure it's tagline.990 through tagline.999 that picks
random taglines out of a long text file. An "undocumented" feature that The
Bogus One <bbs.homershut.net> clued me in about. I think VBBS 6.x did it too,
but I never ran that.
