The description of what you want to do helps.

Linux supports Unicode. You can download and compile Synchronet under Linux.

You should ask Digital Man (Rob Swindell) he would know the answer to how
well synchronet supports UTF-8. You can modify the source code in C++. Or
you can write JavaScript to modify the shell and various options with
synchronet. Digital Man is currently adding a HTTP server to synchronet.

The programming tools are also already available for Linux.

If you want to modify the source code in windows there are several free
versions of the compilers available.
