You'll have to pardon me if I say this was a dumb question, but this was
a DUMB question!  The reason men aren't responsible for Birth Control is
that MEN DON'T GET PREGNANT!
  That said, I can however so the point you are getting to: If a man
  does not check and take responsibility, then whatever happens should
  rest on his shoulders, too.  But what if the woman lies?
Bottom line: Women get pregnant, so they are the ones who must take the
steps to NOT get pregnant.  If a man is stupid enough to get trapped by
a woman who gets pregnant on purpose, then he deserves what he gets.
