Can someone who actually knows the Your friend is right. In most states, you have to maintain a "speed consistent with the flow of traffic." If you are on some Podunk two lane highway, most states also have a law which says you MUST pull over if there are more than five (but it varies) cars behind you. If you are on a fourlane divided highway, and you are on the far right, cars are supposed to PASS you, so it does not matter how slow you are going, as long as you are above the minimum (and minimum speed limits are usually posted).
