If the former meaning was the meaning of "militia" as you claim, it would be repetitive and stupid to write "militia" into the Constitution. And how could the president be the commander-in-chief of a standing army if there was no standing army? Wouldn't common sense dictate that the framers of the Constitution wanted one? ...
