There are so many laws that I'm sure many people break one every day
without even knowing it!  We don't need new ones.  We could revise the
OLD gun laws, for example, to include training.  Right?

Mandatory.  No way.  Let the judges determine the sentences; that's
thier job.  Mandatory sentences can be...unjust.
