Yes, that's truly stupid to withhold help for people trying to do the right thing and not hurt others, especially if they haven't done anything wrong yet other than 'think about it'. Lord knows that most of us 'think about' doing the odd thing that is illegal or could harm someone but we don't get punished for just thinking about it, let alone seeking help to control it. In a less severe example I know for many years a large number of homosexuals became priests because, if you had to swear off of sex anyways, it was better to ignore your tendencies there rather than do something totally unacceptable at the time. They still claim there is a much higher percentage of gay priests than there is in society.
