Noise beats actual numbers when it comes to propaganda. Every single time.

It is like the communist groups in my old college. The place was so loaded up
with communist signs glued to the walls that you would have thought you had
travelled back in time to the Cold War era Moscow. However, the fact was there
were just two guys wasting a vast ammount of time gluing sings and writting
consigns on the walls. It looked like there was an horde of them but they were
just two losers with nothing else to do.
