The current Australian plan is to have everybody install a digital passport on
their phone, and every "insecure event" install a scanneable code at entry.

Upon arriving at an event, you are supposed to run the digital passport against
the scanneable. The passport application then reports to the relevant
authorities where you are and when. In theory they have a cop or guard on entry
so you can only go in if you swipe your passport and report your movements.

IN theory this allows the government to track people who has been infected. If
somebody tests positive for the virus they can hunt down and quarantine anybody
known to have been in contact with him in the last days.

There are many problems with this approach beyond the basic "mah privacy"
stuff. The first one is that as only vaccinated people gets tracked, the
mechanism is useless, unless you were to asume vaccinate people has non-trivial
probabilities of getting infected anyway - in which case the passport is
useless for other reasons.

The second problem is that this level of tracking can be used to produce loads
of circumsptancial evidence. "┬╖See, my political opponent was in to the same
bar where that drug dealer was found. Surely he was doing shady drug deals!"
The Citizen FOur documentary already made the case as to why something like a
Metrocard can be used to build cases against people with such constructions,
but with national tracking databases it just becomes sport.
