That's the thing.  The intent is to downplay the unknown factor  
and just keep pumping the phrases "it's safe and effictive"  
over and over again without providing clear evidence.

Oh, and anothe favourite phrase.. "the benefits outweigh the  
risks".  Sure..  who's benifit?  The drug company's for sure!
