"Governments" don't want anything. They are just groups of people. The
individual members of the
government are the ones who want things.

I don't dispute it is in the best interest of most people for the pandemic to be
over, and in fact it may
also be of the best interest to most members of government. However, you can bet
many members of
government are making big bucks out of the crisis, or taking the chance to talk
trash about other
politicians, or (in Spain's case) take advantage of emergency powers to pass
rules that would not make it
in ordinary circumsptances.
