Similar to any big city with massive crime issues.  Businesses will not take
residence in these areas.  No where to buy things, no jobs, etc.  

It is very easy to move business headquarters these days.  You can tell which
states offer the best incentives for certain sectors.  Delaware for instance has
just about every credit card company and major bank headquarted there.  

The other interesting fact in you don't see riots, protests, looting, and
insanity for all the non-stop inner city killings (non-police related) which
happens daily.  That never ending event doesn't even make the news anymore.
