That's only one example of what the press gives him passes for.  There 
are many more.  Recently he was blabbering about meeting a prior French 
president/PM who died 30 years ago.

I think that is indeed what they're hoping for, as it's the only hope 
they have left.

Probably not, but it's widely expected that he'll be back on certain 
state's ballots after a Supreme Court decision next week.
