We can only guess which inteligence programs they are running.

To be honest, if Democrats wanted to screw China they could take two doves with
a single bullet just by limiting commerce with them on ecologist grounds.
"China is causing so much climate change with their industry, so we are gona
apply crazy tariffs to them until they adopt ecofriendly standards".

But then you need to have an industry to survive the fallout, and the West has
been destroying it systematically for a couple of years already.
