Especially with it moving relatively slow compared to airships with their own propulsion (sp?). From the path it is taking, I am guessing it is following the jet stream. I suspect it was detected by civilians because many folks in areas where the skies were going to be clear were probably getting ready to look for the comet and then noticed they could see something in daylight. I suspect it was only reported publicly because civilians saw it.
