That is not unprecedented.  Something similar to that happens now between
the USA and Canada.  As a Canadian once explained it to me, Canada has
intentionally limited refining resources.  So, they have to sell their oil
to us, we refine it, and then sell the gas back to them, which makes prices
there higher.
