It is hard to say.

Spanish media is bent on Portraying Putin as a modern day Hitler who invades
countries for no reason, so if he had any sort of support *anywhere*, it would
not be reported.

Most Russians I know don't like Putin. I think popularity is only important if
you are a leader in a regular democracy: if elections are rigged you only need
the support of the people who runs the State machinery for you. THe rest of the
population may complain, but as long as they have food and circus they won't be
troublesome at all.
