I'm currently with Koodo.  Both Telus & Koodo have the option to setup "vacation
mode" where you record an outgoing message & then the caller is unable to leave
a message.

Telus & Koodo also have a feature named "Call Control" which I've enabled.  This
will make a caller press a random number before the call is put through to you. 
This has eliminated all of those pesky scam calls.  Call Control keeps track of
the last 25 numbers that have called you, so if a number has pressed the correct
number before they won't have to press it again.  You can also log in and add
numbers that are exempt.

In the past when I was with Fido I was able to get in touch with them (over
Twitter at the time) and they were able to remove voicemail from my account.
