Yes it is, which is why I'm puzzled that I can't get more than 10MBps out of it... That's even slower than USB 2.0. I have 2 external USB HDDs plugged into USB 3.0 ports on the back of my PC and they get the expected maximum of 1Gbps, which is about the max for HDDs.
