Real-world cold would not affect propane tanks at all.  Propane is 
stored in the tank as a liquid, which freezes at -306 degrees F.  Yes, 
you read that right.  It *boils* (turns to vapor) at -44 degrees F.  So, 
at VERY cold temps (-30 to -40 F), there won't be much pressure coming 
out of the tank, and a gas grill may not work well.  At no point would 
there be *ANY* danger of a tank exploding from cold.
