Oh that might be it, but it's probably not joe. he's not smart enough.

When i had problems, i had a guy sign up for my newsletter i used to provide and
then he reported me to my isp as a spammer (i was not hosting from my isp even)
and they said if i was hosting with them what i was doing was okay anyways. They
flagged my account so the dickhead couldnt cause problems again.

Bbses sometimes attract the crazies. This is the guy running a bbs at
foxriver.net.  He had some thing on his website that if you send him
unsollicited email you owe him money.  I'll have to go on the wayback machine
and look it up for a good laugh.

Later on i had to go on these various blocklist sites and get myself removed
because he added me there.  I had to do it several times because they
automatically share info.

I can't remember if the staff told me it was him, or it showed on the site who
added me, but I remember it was linked to him.  I think this was 2005, so not
sure.

anyways, be prepared to notify them several times.  You will probably be
unblocked and end up being blocked again.  I dont think many people have
commercial malwarebytes but it's probably a good idea to get removed.

Maybe change your IP address too.
