If it happens to be included in an OS package it is usually because it was already available and it was updated so that it could be added to the OS when the package was released. In the case of your DS PCI card there probably is a driver available most likely from the vendor's BBS. As for the Reveal Sound Card I know there are some manufacturers that have not written driver support for OS/2 for their sound cards...Reveal may be one.
