I found that my machine was also slow responding to the start button,
and also when right-clicking on the desktop and selecting 'properties' -
this turned out to be caused by my running in >256 colours with a hi-res
picture as background.  When I reduced the background picture to
256-colours, it speeded up dramatically (and is faster than Win3.1,
which I have as a dual-boot system).
