Why would you not be able to run Windows 16-bit apps. under Windows 95?  I
run plenty of Win 3.1 16-bit apps under Win 95 with no problems at all.  In
fact, they run faster and look much prettier than in Win 3.1.

In fact, the largest chunk of running code when you have Win 95 up is 16-bit.
