Unless your delay is several seconds long, it's built in there on purpose!
It keeps novice users who are "slow on the mouse" from having dificulty using
the start menu.  It doesn't really bother me much, but if you want to change
the delay, get the Powertools (and specifically TweakUI) from Microsoft.
I've seen some other good UI editors that do the same thing.  Try that out,
it might not be a bug.

I however do have one bug-- the first time you pull down your drives menu
when saving or opening a file from the standard Win95 save dialog box, there
is a distinct delay, but only the first time I do it.  After that, all of it
is in RAM and works fine.  I wonder why?  Oh well, if that's the only bug I
have to live with.... ;-)
