Just click Start then Settings then Control Panel then Add-Remove Programs.
A box will appear with three tabs: Install/Uninstall, Windows Setup, Startup
Disk.  Click on Windows Setup and then click on Communications.  Now click
the Details button and click on Dialup Networking.  Click on OK.  Should
reload.
