Funny, I don't recall seeing the initial post. QEMM prefers STACKS=0,0 if your system can do that. It handles STACKS differently. Try loading QEMM again and run QEMM /AN. That will tell you if you have areas of memory that should be included or excluded. I currently use QEMM and Windows and find them quite compatible. Where else are you gonna get a 634k dos box? <= I know, I know. . . OS\2.
