Sorry to bother you, but I have a problem (what else??)

For some time now (in fact, I cannot remember it ever NOT being a problem) I've
had a problem with one or two files coming into my IN0 directory and never
being handled properly.

The only one I have to show right now is NET3634.SEG and it's TIC file. This
file hits the "mailroom", and when my TIC processor runs, shoves it into the
SAVEDTICS directory
