I re-downloaded a rescan of all the messages for a 5 day period and attemped to
toss them into ANOTHER backup copy of the BBS (one that has not seen any
messages at all) and that is what it did again. Out of 2967 messages, 17 got
tossed into an echomail area.

That doesn't seem normal to me.
