Packets are deleted if they cannot be tossed. But even if that happens,
something will be in the vfido.log. If nothing is mentioned in there then it
seems something is happening to your packets before it is ran. Does IREX have a
log and does it show it saving packets?

Next time you get a packet, save it somewhere and go step by step through the
batch file and you'll figure out where the issue is. You can copy the packet
back into the in0 folder to test it multiple times till you figure it out.
