What may cause the vnet import to not work?

So I have an inbound packet in the correct directory with the proper name,
Z0001623.000.  It's located on my machine at c:\va\vnet1\in... But the command
vnet.exe 0 /import=c:\va\vnet1\in\z0001623.000 networkid=1   does nothing.  It
brings up the standard txt i.e. Virtual Netware 8.40 for DOS etc.. etc.. no
error messages.  However it does not import the packet and it still remains in
my IN folder.

VNET has been problematic for me for about a year now. It's a pain if you ask
me. Is there anyway to set up VNet as a FIDO network??  My FIDO networks work
just fine without a hitch.
