You need to assign the new topic to a function block.

In VADV32, goto your database configuration. The screen with the topics there
is a button on the right named "Assign." Select the new topic and click that
button. Assign it to your message function block.

Or the old fashioned way is to open message.fb with a text editor and adding
the topic letter to line 2.
