Yeah, I actually found a way around that. 
 
Fortunately, the router/modem combination provided by AT&T for my fiber
connection allows me to forward an external port to an internal port with a
different number.  So, the way I have my OS/2 setup running is the modem/router
 has port 2300 set to be forwarded to port 23 internally (port 23 still gets
routed to my WINServer system).
 
Works like a charm! 
 
And for anyone interested, you CAN change the port that VMODEM.EXE listens on
for VMODEM<->VMODEM connections (the ones initiated with the ATDT #<address>
command).
