When you delete a user in VADV32, it sets the security level to zero, removes
email, voting answers, etc. When a new user is created, it looks for the first
available account with a security level of zero. If none are found, a new user
record is created in the database.

When you compress the database, it removes any records at the end of the
database that have security level zero.
