If it finds vticrecv.hdr then it will write that as the header of the file, then add lines for each file it processes. Once finished, it will look for vticrecv.ftr and add that as the file's footer. That is all that vtic.exe does with the file. You have to use vpost or a utility to make the announcement. I would first check your vtic.log for any errors. Check vticrecv.log and see what is actually in there. If it has content then I'd check your setup for posting the announcement.
