I'm going to write this down here
while it is working.
before I change something and loose the settings

Com/ip S registers
s1001=1
s1002=1
s1003=6
s1004=0
s1005=0

com/ip -Dos/int-14 settings
baud=38400
8,n,1
lock settings no
queue sizes 2048 each
fossil yes
coalesce yes
release time slices no
hold port open yes

Windows device manager/ports/port settings
bps 115200
8,n,1
flow xon/xoff    (important)
advanced settings
use fifo yes
rx buff 2nd mark
tx buff 3rd mark

windows device manager/modems/com/ip modem
max speed 57600
port settings same as above (advanced settings).

No vadv settings port not setup in vadv
vww4 opens the com/ip port uses it then closes it
anything else on the port blocks its use for vww4.

the port chosen in wwiv's init.exe is used by vww4
I used com8 even with init complaining of it not being valid.

windows task manager runs vww4 d1 networkid=63

vadvdir\data\net.63

systemid=8314
netdir=g:\WWIV\ACNET
mode=
netdir2=g:\WWIV
init=

wwiv\acnet\m1.net (dialing script)

SEND "~~~~~~~N ~N ~N ~N ~N ~N ~N ~N"
WAITFOR "NN:"
SEND "\030,!-@NETWORK@-!{"
