Hmm that error should have been eliminated in the later VADV-PHP versions even
if you didn't put the timezone in php.ini.

Regardless, it is required that the date.timezone entry in php.ini be set to a
valid timezone. Perhaps the php.ini you added it to isn't the working copy. You
can make a php script with <?php phpinfo(); ?> in it and load the page to see
what php.ini is being loaded.
