I really don't think you can base what a fighter is on size or how it is
armed (A modern fighter is as big as a WWII bomber and much more powerful).
You are right about a fighter being based somewhere.  I don't know if the
Gem-hadar were based anywhere.

Note that I've always thought of the Defiant as more of a fighter than a
starship (although you really can't classify it as such)  It does have some
characteristics of once, especially the fact that it is based at DS9 and only
does short range stuff from there.
