The Borg are not limited to one planet.  They are limited to one planet in
the Federations Quadrant of space.  They come from another quadrant and
there is no reference to them being dead there.  As a matter of fact, it
took many years for the original Borg ship to reach Federation space.  I
don't think that Hugh has had a chance to return and wreak the havoc his is
accused of on the entire Borg race.
