This sounds like more of a description of trans-warp drive (as described in the addendum at the end of Mr. Scott's Guide to the Enterprise). The standard warp theory that I read in The Next Generation Technical Manual (and CD also) describes energy being fed into warp coils to create a warp field. The energy is oscillated through the series of warp coils to create motion in real space. Faster speeds require faster oscillation of the energy through the coils (and I presume, more power is needed to drive these faster oscillations). If it helps, think of the experiment in grade school science where they show off the lines of flux around a magnet by putting a magnet under a sheet of cardboard and then pouring metal filings on the cardboard. If you compare the lines of flux (magnetic field) to the "lines" of a warp field, then set them in motion (front to rear, or rear to front for reverse motion), the flux lines would act like the oars on a racing rowboat. The faster the lines get moving, the faster the ship goes. This is as plain of English that I can explain it in and be fairly accurate, although it's all fiction anyway.
