It would be very easy to do. The logical choice would be the Cardassians; there
have been so many hints dropped in both TNG and DS9 (last I watched it,
anyway, which was quite awhile ago) about a Cardassian military buildup, but
nobody ever bothers to do anything with it. It's the height of poor writing to
create such a buildup and then not put it to use. How long do the Cardassians
plan to assemble their forces? And how long can we reasonably expect the
Federation to not notice? Using such a heavy-handed backdrop, with such far-
reaching and long-term implications, to simply motivate one or two individual
episodes, is extremely cheap. If they employ this situation in the movie and
bring it to a resolution, fine; but if they continue to just ignore it except
when it's convenient to provide a half-plot for an episode, it just drives
ST's credibility even further down the drain.
