Um, well...that's not exactly true.  This is probably an old post and 
I will see later that this has been corrected, but at any rate, under 
a STATATORY LICENSE the webcaster will be covered in the U.S. for all 
copywrited material.  But you must qualify and abide by all the rules 
governing the license.  The reports go to the copywrite office with 
the performance statistics and the royalties are distributed 
appropriately from there.
