no its by listener
if you have less than 20 or so its $500 flat fee
more than that & you have to pay per song per listener

so its best to go with uncopywrited content!
local bands are always happy to have you play there stuff
& they ROCK! lately ive had alot of Finnish Rap Artists & some hard rock bands
offer up free music
