It uses the Windows API, so as long as Windows knows your correct time zone,
your BBS time will always be correct.

The label for it is "Auto-Update TimeZone" and the tooltip says "If enabled,
VADV32 will automatically update the BBS timezone to match the system's." which
is exactly what it does.

The only reason this is needed is because the DOS BBS has no clue what the
correct timezone is unless you tell it. The problem is if you say that you are
in CST (-600) then when daylight savings rolls around (like now), your message
posts are going to be an hour off (it uses the system time) but the timezone in
the time/date header will still say -600 which is not correct. So anything that
depends on the timezone to adjust the time to GMT or something will always be
off (like VADV-PHP). With either my VTimeZone DOS application or with VADV32
adjusting it, the correct timezone will be displayed in the date/time headers.
