VADV32 with subst Drives

I noticed that VADV32 wouldn't start correctly when it was runned from a
substituted drive.  It kept asking to create a default CFG file and couldn't
read the one that was already there.  Works fine when its a network drive.

This was occurring on a Windows 2000 Advanced Server test box.
